Director dnsmasq proccesses

Sometime one of these dies, both need to be running process in order for the director to install an overcloud.

In Redhat Openstack 13  / Queens, the  second dnsmasq process occasionally dies. To restart it run:

systemctl restart neutron-dhcp-agent
